Captive VSAT Service Authorisation

Captive VSAT Service Authorisation allows an entity to establish, operate, maintain, and use a Very Small Aperture Terminal (VSAT)–based satellite communication network exclusively for its own internal, non-public, closed user group communication. The service is limited to the entity’s premises or organisational locations, using assigned satellite bandwidth, and cannot be offered commercially or connected to public telecom networks

Details of Service

The Captive Very Small Aperture Terminal Service Authorisation consists of authorisation to:

  1. Establish, operate, maintain or expand satellite network for captive use of telecommunication services using Very Small Aperture Terminal (VSAT) or Earth Station in Motion (ESIM).
  2. Establish data connectivity using the telecommunication network amongst its own offices or sites.
  3. Establish its own satellite earth station gateway within India or lease/hire eligible satellite earth station gateways.
  4. Use one or more permitted satellite networks or space segment capacities in accordance with the prescribed conditions.
  5. The authorised entity shall:
    1. Ensure all satellite gateways and associated telecommunication networks are located in India.
    2. Ensure domestic traffic is not routed outside India.
    3. Ensure lawful interception, monitoring facilities and security conditions prescribed by the Central Government are complied with.

Who Can Apply

1-    Applicant must be a company incorporated under the Companies Act
2-    FDI must comply with applicable Indian laws and policies (including indirect investors).
3-    Applicant must not have any direct or indirect investment from a prohibited investor or be controlled by one.
4-    Entity must be seeking VSAT strictly for captive, non-public use.
5-    If the applicant earlier held a license under the Telegraph Act (expired/terminated/surrendered), all outstanding dues with interest must be cleared.
6-    If the applicant earlier held an authorisation under the Act and has pending dues due to surrender, revocation, or expiry, these must be paid to become eligible.

Documents Required

1- Application Form submitted on the DoT portal, in the prescribed form and manner.
2- Company Incorporation Documents (Certificate of Incorporation, MoA, AoA) if the applicant is a company.
3- Proof of Eligible Entity – if the applicant is a Ministry/Department/Autonomous Body, upload government establishment documents.
4- Shareholding & Ownership Details, showing compliance with FDI rules and confirming no prohibited investor involvement.
5- Undertaking on Prohibited Investor Compliance declaring no direct/indirect investment from prohibited investors.
6- Proof of Clearance of Previous Dues if the applicant earlier held a telecom license/authorisation with pending dues.
7- Processing Fee Payment Receipt (non-refundable) as per Schedule A.
8- Details of Existing Licenses (if any) and proof of applying for migration (only applicable if already a licensee).
9- Certificate certifying that the Applicant Company meets the eligibility criteria under rule 5 of the Telecommunications (Authorisation for Captive Telecommunication Services) Rules, 2026
10- Certificate certifying Applicant Company’s compliance with rule 6(4) of the Telecommunications (Authorisation for Captive Telecommunication Services) Rules, 2026.
11- Undertaking certifying Applicant Company’s compliance with rule 7(2) of the Telecommunications (Authorisation for Captive Telecommunication Services) Rules, 2026.

Fees and Charges

  1. Every authorised entity shall pay an Annual Authorisation Fee of ₹10,000 per Very Small Aperture Terminal (VSAT), including Earth Station in Motion (ESIM), installed from the effective date of authorisation.
  2. Upon renewal or migration, the Annual Authorisation Fee shall continue to be ₹10,000 per VSAT terminal.

Captive VSAT Service Authorisation is valid for 20 years from the effective date, unless otherwise specified under the Rules.

Frequently Asked Questions
