Public Mobile Radio Trunking Service (PMRTS) authorisation allows an operator to provide secure, two-way trunked radio communication to closed user groups using PMRTS-designated spectrum within a telecom circle. It supports instant, group-based, mission-critical communication for sectors such as public safety, transport, utilities, and industrial operations. Spectrum is assigned separately by WPC, and the service must comply with all technical, operational, and security requirements under the Miscellaneous Telecommunication Services framework.

Scope of Public Mobile Radio Trunking Service (PMRTS) Authorisation
Public Mobile Radio Trunking Service or “PMRTS” enables two-way land mobile communication amongst users, using a pair of radio frequencies, allocated temporarily for the duration of the call, from a designated spectrum band assigned to the PMRTS system, through a base station.
The scope of public mobile radio trunking service authorisation comprises of Public Mobile Radio Trunking Service (PMRTS).
An authorised entity holding a PMRTS authorisation may provide the telecommunication service specified under authorization rules through wireless terrestrial networks.
An authorised entity holding a PMRTS authorisation, shall only provide telecommunication services under the scope of its authorisation, and not any other telecommunication service(s) which require a separate authorisation from the Central Government.
Who Can Apply
1. Any entity/company intending to provide PMRTS within a telecom circle or metro service area may apply for authorisation. 2. The applicant must apply in the form and manner specified by the Central Government on the designated portal. 3. The applicant must be eligible to provide telecommunication services and must comply with all security, financial, operational, and technical requirements specified under the Rules. 4. The entity must be capable of providing the service through wireless terrestrial networks as defined under the PMRTS scope. 5. The applicant must adhere to all conditions related to beneficial ownership, prohibited investors, and national security.
Documents Required
1. Certificate of Incorporation under Indian Company Act.
2. Board Resolution authorising submission of the application.
3. Shareholding Pattern and Beneficial Ownership details.
4. FDI-related documents and declarations on no prohibited investors.
5. Financial documents: audited statements, net worth certificate, and declaration of no outstanding dues.
6. Technical documents: PMRTS network architecture, base station details, coverage plan, rollout plan, and frequency requirement proposal.
7. Security compliance documents: lawful interception readiness, data storage and monitoring arrangements.
8. Completed application form and payment proof of the processing fee as required by the Central Government portal.

Dear Applicant,
This is to inform that the acceptance of new applications under Indian Telegraph Act 1885 has been stopped for all kind of Unified Licenses, Unified Licenses (VNO), Standalone Licenses, Registrations, Permissions. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same.
All applicants who wish to i) obtain any of the above authorisations/ registrations under The Telecommunication Act, 2023, or; ii) migrate the existing licenses/ authorisation granted under Indian Telegraph Act, 1885 to the corresponding authorisations under The Telecommunication Act, 2023 may login to https://eservices.dot.gov.in/authorisation-portal from 25.06.2026 onwards.
This is to inform that the acceptance of all applications including renewals under Indian Telegraph Act 1885 has been stopped for Dealer Possession License (DPL)/ Non-Dealer Possession License (NDPL) and Manufacturing Licence & Testing License. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same from 03.07.2026 onwards
