10,000 per installed VSAT/ESIM, paid quarterly; initial guarantee adjusts to 20% of estimated dues.​

It authorises entities to use VSAT (including ESIM) for captive data connectivity among their own offices/sites across India's national service area, excluding commercial/public use.​

No connections to PSTN, PLMN, GMPCS, or other captive VSATs without Indian gateway routing; domestic traffic stays in India.​
