Public Mobile Radio Trunking Service (PMRTS) is a two-way mobile radio communication service that enables group-based communication over a shared network infrastructure. It is widely used for business operations, public safety, fleet management, logistics, and emergency services.

Documents Required
a. Copy of registration certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
b. Articles of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
c. Memorandum of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company
d. Equity Details certificate from the Company Secretary/Statutory Auditor countersigned by the Director duly authorized by the company.
e. Certificate from the Company Secretary/Statutory Auditor, countersigned by the Director duly authorized by the company to disclose the status of foreign holdings.
f. Paid up capital certificate by the Company Secretary/Statutory Auditor, countersigned by ,the Director duly authorized by the company
g. Paid up capital certificate by the Company Secretary/Statutory Auditor, countersigned by ,the Director duly authorized by the company
h. MHA clearance (in case of foreign nationality/ CEO/CTO/CFO, Director)

Application Process

RegistrationThe Applicant companies desirous of getting the Access Service Authorization under Unified License/UL-VNO Agreement may submit the application online on SARAL (Simplified Application for Registration and Licenses) SANCHAR portal i.e. https://saralsanchar.gov.in. The Applicant companies are required to do a one-time registration on the portal. Once the registration is done the applicant company needs to apply for any of the desired authorization under UL/UL-VNO regime.

ApprovalUpon successful review, the license is issued, allowing the applicant to operate Access Services within the approved territories
PMRTS, or Public Mobile Radio Trunking Service, is a communication service that uses radio frequencies to provide mobile voice and data services, primarily targeted for business and commercial users.
Telecommunications companies and service providers that meet the eligibility criteria specified by the Department of Telecommunications (DoT) can apply for a PMRTS licence.

The annual license fee is 5% of the Adjusted Gross Revenue (AGR). In addition, there are separate spectrum charges paid to the Wireless Planning and Coordination Wing (WPC).

Dear Applicant,
This is to inform that the acceptance of new applications under Indian Telegraph Act 1885 has been stopped for all kind of Unified Licenses, Unified Licenses (VNO), Standalone Licenses, Registrations, Permissions. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same.
All applicants who wish to i) obtain any of the above authorisations/ registrations under The Telecommunication Act, 2023, or; ii) migrate the existing licenses/ authorisation granted under Indian Telegraph Act, 1885 to the corresponding authorisations under The Telecommunication Act, 2023 may login to https://eservices.dot.gov.in/authorisation-portal from 25.06.2026 onwards.
This is to inform that the acceptance of all applications including renewals under Indian Telegraph Act 1885 has been stopped for Dealer Possession License (DPL)/ Non-Dealer Possession License (NDPL) and Manufacturing Licence & Testing License. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same from 03.07.2026 onwards
