Unified License (UL) - VNO

The Unified Licence – Virtual Network Operator (UL-VNO) is issued by the Department of Telecommunications (DoT) to enable eligible entities to provide telecommunication services without owning the underlying network infrastructure. Under the UL-VNO framework, operators deliver services by leveraging the network of licensed Telecom Service Providers (TSPs), thereby promoting service-level competition, efficient utilization of telecom resources, and enhanced service delivery. The UL-VNO regime, operationalized through the Telecom e-Services (Saral Sanchar) Portal, facilitates a simplified, transparent, and digital licensing process aligned with the Government of India’s Digital Governance initiatives.

Details of Service

The scope of Unified Licence services- VNO is operationalized through the Telecom e-Services Portal, enabling end-to-end digital processing. Broad Scope -

The UL-VNO framework allows provisioning of telecom services through agreements with licensed TSPs. Services Covered under UL-VNO are – 

  1. Access Service (VNO)
  2. Internet Service Provider (ISP-VNO)
  3. National Long Distance (NLD-VNO)
  4. International Long Distance (ILD-VNO)
  5. Machine-to-Machine (M2M) Services (where applicable)
  6. Other services as notified by DoT

UL-VNO operators function as service providers/resellers, without owning spectrum or core network infrastructure.

Who Can Apply

1.    Indian company incorporated under Companies Act.
2.    Must meet minimum paid-up equity & net worth
3.    FDI must comply with Indian laws & policies.
4.    No prohibited investors (direct or indirect).
5.    Must clear all past dues if earlier licence was terminated/surrendered/expired.
6.    Must comply with beneficial ownership rules.
7.    For M2M services, LLPs, firms, societies, trusts, and Government bodies may also be permitted as per DoT guidelines

1. Certificate of Incorporation of the Indian company.
2. Board Resolution authorising filing of the application.
3. Details of Shareholding & Beneficial Ownership.
4. Net Worth & Paid-up Equity Certificates from a CA, matching financial requirements.
5. FDI-related declarations and details of foreign investors (if applicable).
6. Undertaking on Prohibited Investors confirming no direct/indirect investment from restricted entities.
7. Past Dues Clearance Certificate if previously holding any telecom licence.
8. Security compliance undertakings, including readiness for lawful interception.
9. Technical/Service Plan describing proposed unified services.
