GMPCS (Global Mobile Personal Communication by Satellite) Service
Global Mobile Personal Communication by Satellite (GMPCS) Authorisation under UL, authorizes the use of satellite technology (GSO/NGSO) for satellite communication, providing connectivity seamlessly in the entire area of operation, particularly in rural, remote, and unserved areas.
Details of Service
1. The Services provided under GMPCS
a) All types of mobile service including voice and non-voice messages
b) Data services including internet services
c) Satellite based data connectivity to IoT and aggregator devices.
2. Service Areas-
Service area for GMPCS authorisation is at National Level.
3. Gateway and Network Requirements
The Service may be provided using one or more authorised Satellite Systems provided that a separate Satellite Earth Station Gateway is established for each such satellite system in India.
The license mandates adherence to stipulated licensing conditions (including security conditions), such as privacy, lawful interception, routing of Indian traffic through gateways established in the country, technical standards, etc.
4. Obligations to Subscribers
Register and fulfill service requests without discrimination
Provide itemised billing, customer support, and repair, fault rectification
Continuity of service to the customers.
5. Prohibited Services
Backhaul services to Telecom Service Providers.
Broadcasting services are not permitted under GMPCS
Who Can Apply
• The applicant must be an Indian company, registered under the “Companies Act- 2013”. • The Applicant, desirous of getting an Authorization under the Unified License, may refer to the detailed guidelines of Unified License issued vide letter No. 20-577/2016-AS-I (Vol III) dated 17.01.2022
Documents Required
1. Copy of registration certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
2. Articles of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
3. Memorandum of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company
4. Equity Details certificate from the Company Secretary/Statutory Auditor countersigned by the Director duly authorized by the company.
5. Certificate from the Company Secretary/Statutory Auditor, countersigned by the Director duly authorized by the company to disclose the status of foreign holdings.
6. Networth of the company certificate from the Company Secretary/Statutory Audito,r countersigned by the Director duly authorized by the company.
7. Paid up capital certificate by the Company Secretary/Statutory Auditor, countersigned by ,the Director duly authorized by the company
8. MHA clearance (in case of foreign nationality/ CEO/CTO/CFO, Director)
9. Power of Attorney by Resolution of board of Directors

Fees and Charges
1. Processing Fee (Non-Refundable):
₹10,000 (Rupees Ten Thousand),
Payable online at the time of submitting the application.

3. Annual License Fee:
The License fee shall be 8% of the AGR, inclusive of USO Levy which is presently 5% of AGR To be paid in four quarterly instalments
4. Spectrum Charges (WPC Fees):
Spectrum related charges, including payment for allotment and use of spectrum, shall be as specified by the Department.
5. Performance Bank Guarantee (PBG):
₹50,00,000 (Rupees Fifty lakh),
To be submitted prior to license signing
Shall be valid for a period of one year and to be renewed from time to time.
6. Financial Bank Guarantee (FBG):
₹20,00,000 (Rupees Twenty lakh)
To be submitted prior to license signing

No. The License does not confer any right to assignment and use of spectrum, for which a separate specific frequency assignment shall be required from the WPC Wing of DoT.
The required satellite capacity (space segment) shall be obtained by the Licensee from the Department of Space (DoS)/ NSIL or space segment provider duly authorized by DoS/ IN-SPACe on terms and conditions as applicable.

Dear Applicant,
This is to inform that the acceptance of new applications under Indian Telegraph Act 1885 has been stopped for all kind of Unified Licenses, Unified Licenses (VNO), Standalone Licenses, Registrations, Permissions. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same.
All applicants who wish to i) obtain any of the above authorisations/ registrations under The Telecommunication Act, 2023, or; ii) migrate the existing licenses/ authorisation granted under Indian Telegraph Act, 1885 to the corresponding authorisations under The Telecommunication Act, 2023 may login to https://eservices.dot.gov.in/authorisation-portal from 25.06.2026 onwards.
This is to inform that the acceptance of all applications including renewals under Indian Telegraph Act 1885 has been stopped for Dealer Possession License (DPL)/ Non-Dealer Possession License (NDPL) and Manufacturing Licence & Testing License.
